Continuing to Strengthen Online Public Services in the Province

(News Portal – Dong Nai) - The provincial People's Committee has recently issued a plan to enhance online public services in the province in 2024.

The residents of Tam An commune (Long Thanh district) are being guided on how to utilize online public services when handling administrative procedures at the commune's One-Stop Shop. 

50% of online public services are designed or redesigned to optimize user experience

According to the plan, the provincial People's Committee sets the following targets: 100% of administrative procedures to be fully and promptly published and made available on the National Database on Administrative Procedures; integration and synchronization with the Provincial Public Service Portal to ensure convenience in exploitation and utilization.

100% of eligible administrative procedures will be provided in either full or partial online form; 100% of provincial, district, and commune-level online public services with financial obligations will be implemented with online payment facilities; the proportion of online payment transactions for administrative procedures will reach a minimum of 30% at the provincial level, 15% at the district level. ​

50% of online public services are designed or redesigned to optimize user experience, with pre-filled data based on user agreements and in accordance with the quality standards of the service.

50% of the population and businesses using online public services will be identified and authenticated seamlessly and consistently across all levels of government, from central to local authorities. A minimum of 70% of provincial-level administrative procedures, 40% of district-level administrative procedures, and 35% of commune-level administrative procedures will be digitized. The proportion of online resolution of administrative procedures out of the total number of procedures will reach a minimum of 80% at the provincial level, 40% at the district level, and 30% at the commune level. The results of the resolution of administrative procedures will be simultaneously provided in electronic form, with full legal value, to citizens and businesses, reaching a minimum of 80% at the provincial level, 30% at the district level, and 20% at the commune level.

Intensifying and diversifying forms of communication, practical guidance

The provincial People's Committee requires departments, agencies, and localities to review, standardize, and propose additional provisions regarding eligible administrative procedures that can be provided in both full and partial online form in their respective fields, sectors, and areas of management, in accordance with the provisions of Decree No. 42/2022/ND-CP dated June 24, 2022, issued by the Government, which regulates the provision of information and online public services by state agencies on the internet.

Intensify and diversify forms of communication, practical guidance for organizations, citizens, and businesses participating in the efficient exploitation and utilization of online public services managed by their respective agencies, units, and localities on the Provincial Public Service Portal and mobile applications.

Departments and agencies continue to review the fee and charge rates for the implementation of administrative procedures and propose specific fee and charge rates for the implementation of administrative procedures via online public services. These proposals will be reported to the Chairman of the provincial People's Committee through the Department of Finance. Consideration will also be given to reducing the processing time if citizens and businesses complete administrative procedures online. This information will be reported to the Chairman of the provincial People's Committee through the Office of the provincial People's Committee.

The provincial People's Committee also requests the People's Committees of districts and cities that have not yet issued decisions on fee and charge collection procedures for direct and online payment methods to urgently develop, issue, and implement these decisions and plans before June 30, 2024. This will be done in coordination with the Department of Information and Communications, the Office of the provincial People's Committee, the Department of Finance, and other relevant units. Research will also be conducted to propose a reduction in processing time for online submission of administrative procedures within the jurisdiction of district and commune-level online public services. This will be reported to the Chairman of the provincial People's Committee through the Office of the provincial People's Committee. Regular training and updating of knowledge and skills related to online public services will be organized to ensure that at least 90% of members of the community digital technology teams receive training.

Districts and cities will intensify their propaganda efforts to ensure that residents are aware of and have the necessary skills to use online public services and other essential digital services in various fields such as healthcare, education, transportation, tourism, and banking when needed. The information content to be disseminated will be edited and broadcast through the public address system at appropriate times by the district and commune-level information systems, including villages, hamlets, neighborhoods, and residential areas. Local budgets will be allocated annually to organize information and propaganda activities within the area.
