In April, land will be allocated for the construction of the Nhon Trach 3 and 4 power plants

(News Portal – Dong Nai) - On March 29th, Vice Chairman of the Provincial People's Committee, Vo Van Phi, had a working session with the State Steering Committee for important national construction projects, programs, and energy sector projects (the Steering Committee) regarding the progress of the Nhon Trach 3 and 4 power plant projects and the transmission projects to supply power to the plants.

During the meeting, Mr. Dao Duy Giang, Deputy General Director of PetroVietnam Power Corporation (PV Power), stated that the Nhon Trach 3 and Nhon Trach 4 power plants are expected to commence commercial operations in November 2024 and May 2025, respectively. The current obstacle is that PV Power has not yet signed the land lease contract. The construction of culverts within the project's progress is temporarily halted due to the infrastructure investor, Ong Keo Industrial Park, not allowing construction. This delay is causing a setback in signing the power purchase agreement and poses a risk of delaying loan disbursement.

Regarding the transmission projects to supply power to the power plants, Mr. Bui Van Kien, Deputy General Director of the National Power Transmission Corporation, pointed out that the main hurdle is the lack of synchronization with the construction planning and land use plan of Nhon Trach district.

Mr. Hoang Trong Hieu, Deputy Chief of the Office of the State Steering Committee, expressed his opinion during the working session 

Mr. Hoang Trong Hieu, Deputy Chief of the Office of the State Steering Committee, emphasized that this is a major energy project that contributes to ensuring a safe power supply for the South region and national energy security. The project is only a few months away from commercial operation, but the power transmission grid is not yet synchronized.

Mr. Hieu suggested that the province implement the contents according to the announcement of Deputy Prime Minister Tran Hong Ha during the Steering Committee meeting in mid-March 2024. Specifically, ensuring land allocation and signing land lease contracts in April 2024, and promptly handing over the sites for the implementation of the power transmission projects to fully supply power to the plants.

Vice Chairman of the Provincial People's Committee, Vo Van Phi, stated that the province has organized many meetings and issued numerous directives and recommendations to the Prime Minister to resolve the issues, but progress is still slow. The province aims to allocate land in April 2024, and the proposed solution is for the Department of Natural Resources and Environment to draft a document seeking the opinions of the Provincial Party Committee to agree on the option of direct or indirect land leasing. Regarding the planning obstacles, the Department of Construction will be responsible for advising the Provincial People's Committee to explain the opinions of the Ministry of Construction and promptly submit a proposal to the Prime Minister for partial adjustment of the overall planning of the new Nhon Trach urban area.

The province also recommended that the Office of the State Steering Committee instruct the Ministry of Construction to expeditiously evaluate and submit to the Prime Minister for approval the partial adjustment of the overall planning of the new Nhon Trach urban area. It was also suggested to allow the province to simultaneously carry out compensation and site clearance work alongside the partial adjustment of the planning.
