However, due to overlapping regulations, despite the efforts made, the progress of these projects has not been as accelerated as expected. For instance, the Ecotourism, Resort, and Entertainment Project of the Tan Phu Forest Management Board for the period 2021-2030 (Forest Ecotourism Project) in Dinh Quan district was approved by the provincial People's Committee in March 2023. This is the first approved forest ecotourism project in Dong Nai, aiming to exploit, preserve, and enhance the values of forest resources. However, after one year of issuance, the Forest Ecotourism Project has made little progress.
To expedite the progress, up to now, both the investor enterprises, forest owners, and consulting units of the provincial People's Committee are facing difficulties due to the regulations that hinder the implementation of the projects. Specifically, according to the regulations of the Forestry Law and related laws, there are no provisions regarding the appraisal and approval authorities for projects. The Forestry Law allows the construction of eco-tourism, resort, and entertainment facilities on forestry land in vacant areas. However, the construction law does not provide detailed guidelines on permits for forestry land.
At the end of 2023, the Ecotourism, Resort, and Entertainment Project according to the Dong Nai Conservation of Nature and Culture Master Plan for the period 2021-2030 in Vinh Cuu district was issued by the provincial People's Committee. This is the second forest ecotourism project in the province. To promptly implement the project, the Dong Nai Conservation of Nature and Culture Board has widely publicized information about the project and is inviting investment for its implementation.
The Forest Ecotourism Project covers a total area of over 100,000 hectares, including forested and non-forested areas. The Dong Nai Conservation of Nature and Culture Board has diverse forest ecosystems and abundant biological resources. Based on these advantages, the project has planned 51 tourism development sites and 37 forest exploration routes, connecting tourism routes... among which the planned Wildlife Safari Park, which people have been eagerly awaiting for many years, has not been realized due to initial complex procedures.
One of the forest ecotourism and spiritual destinations that people nationwide are looking forward to is the Ecotourism and Resort Complex project in the Chua Chan Mountain and Nui Le Lake area in Xuan Loc district. Mr. Nguyen Van Hau, Deputy Head of the Sports and Tourism Management Division (Department of Culture, Sports, and Tourism), stated that to implement the project, one of the important legal bases is to develop a Sustainable Forest Management Plan and an Ecotourism, Resort, and Entertainment Project in the Chua Chan Mountain Forest Reserve. Therefore, the local authorities are currently coordinating with departments and agencies to complete the required procedures according to the regulations.
In Bien Hoa city, recently, it has received high praise from tourists for its investment, upgrading, and transformation of the city's appearance with cultural and entertainment spaces such as the riverside light path (phase 1), open living spaces at Bien Hung Park... For some major projects, Bien Hoa city is gradually overcoming difficulties, especially for the river tourism route. An example is the construction site at Cu Lao Ba Xe with a scale of 30 hectares, which plays an important role in developing the river tourism route. Currently, the project contractor is still making efforts to negotiate and compensate for the land of residents within the project area, covering an area of 1 hectare.
To resolve the obstacles faced by these projects, provincial leaders regularly engage with departments, agencies, and localities to find solutions and accelerate progress, creating momentum for a tourism breakthrough. According to Mr. Nguyen Son Hung, Vice Chairman of the provincial People's Committee, the province will continue to focus on reviewing the progress of key projects, such as the Thac Mai - Bau Nuoc Soi Ecotourism Project, the Ecotourism and Resort Project of the Dong Nai Conservation of Nature and Culture Board, the ecotourism and resort complex in the Chua Chan Mountain and Nui Le Lake area, and the river tourism route. The aim is to achieve significant changes in accordance with the spirit of Resolution 04 of the Provincial Party Committee.
