Speed up the progress of transport infrastructure projects connecting the Southeast region

​Local leaders including: Ho Chi Minh City, Dong Nai, Binh Duong and Ba Ria - Vung Tau had a working session to promote the progress of transport infrastructure projects connecting the Southeast region. Many recommendations for coordination work to accelerate the progress of transport infrastructure projects connecting the region.​

Proposing new traffic connection points

The four localities of Ho Chi Minh City, Dong Nai, Binh Duong and Ba Ria - Vung Tau are located in the economic " quadrangle" area of the Southeast region. Therefore, the transport connection between localities also has great significance for the connection and traffic connection of the whole region. At the meeting at the beginning of March, local leaders said that currently, localities were proposing new traffic connection points.

Specifically, for Dong Nai, to connect with Ho Chi Minh City, the two localities were reviewing three new connection locations, including: the bridge connecting Thu Duc City with Long Thanh district (temporarily called Dong Nai 2 bridge); the bridge replaces Cat Lai ferry station and the bridge connecting the South of Ho Chi Minh City with Nhon Trach district (temporarily called Phu My 2 bridge).

In the traffic connection between Dong Nai and Binh Duong, the two localities had agreed to add 4 connecting bridge locations, including: Hieu Liem 2 bridge; Tan An - An Lac bridge; Tan Hien - Thuong Tan bridge and Thanh Hoi 2 bridge.

Particularly for the connection between Bien Hoa City and Di An City, in addition to the 5 existing connection locations, these two urban centers would be added a connection point between D1 road, East - North Di An area and the connection road from Bui Huu Nghia street to National Highway 1K.

For traffic routes connecting Dong Nai and Ba Ria - Vung Tau, 2 localities have reviewed and added 7 connection locations, including 6 locations in Long Thanh district area and 1 location in the area of Cam My district. However, some locations are not suitable for land use planning in Cam My, need to be adjusted such as district road 24 connecting through Dong Nai province; connecting provincial road 995C to provincial road 770B… To unify, the two localities will have a specific working session.

For the two localities of Ho Chi Minh City and Binh Duong, there are currently connecting traffic routes being implemented including: Ring Road 3 - Ho Chi Minh City (connecting through Dong Nai and Long An province); Ring Road 4 - Ho Chi Minh City (connecting through Dong Nai province); HCMC - Thu Dau Mot - Chon Thanh expressway project (connecting through Binh Phuoc province); urban railway project No. 1 in Binh Duong province connecting urban railway line No. 1 in Ho Chi Minh City.

Along with that, Binh Duong province is also coordinating with the Ministry of Transport and related ministries to prepare a pre-feasibility study report and investment plan for the Bau Bang railway to Cai Mep - Thi Vai port.

For Ba Ria - Vung Tau province, this locality is also focusing on prioritizing transport routes connecting the region such as the Bien Hoa - Vung Tau expressway; Ring Road 4 HCMC; railway line Bien Hoa - Vung Tau.

Closed 2 Ring roads

Ring road 3 and Ring road 4 - Ho Chi Minh City play a very important role in connecting the Southeast region as well as relieving traffic pressure for the largest urban area in the region is Ho Chi Minh City. Therefore, localities in the region are focusing on completing the construction and "closed" of these two Ring roads as soon as possible.

For Ring road 3 - Ho Chi Minh City, all localities have now approved investment in component projects through the area, and at the same time, speeding up the site clearance work. Localities with routes passing through include Ho Chi Minh City, Dong Nai, Binh Duong and Long An determined to start the project before coming day of June 30 according to the resolutions of the National Assembly and the Government.

Chairman of Ho Chi Minh City People's Committee Phan Van Mai said that the City had basically completed the contents on schedule, it was expected to start in June 2023 and basically openned traffic in 2025 and completed in 2026. However, at present, HCMC was facing difficulties in materials. Therefore, Mr. Phan Van Mai proposed Binh Duong, Dong Nai, Ba Ria - Vung Tau to coordinate with Ho Chi Minh City to survey the source of materials for the project.

Along with that, Ho Chi Minh City would discuss and agree with Dong Nai province and propose the Ministry of Transport to soon study and expand the component project 1A of the construction investment project of the Tan Van - Nhon Trach section phase 1 (component project 1A), ensuring synchronous exploitation with the whole Ring road 3 project - Ho Chi Minh City...

Meanwhile, Chairman of the Provincial People's Committee Cao Tien Dung said that besides implementing the Ring road 3 project - Ho Chi Minh City, Dong Nai was also preparing to implement compensation for the clearance of the Ring road 4 - Ho Chi Minh City section through the area. Dong Nai identified the construction of this project as a driving force for economic development.

According to leaders of Binh Duong Provincial People's Committee, the infrastructure in Binh Duong invested to develop faster than neighboring provinces, the industrial urban areas has filled up to Ring road 3 - Ho Chi Minh City, the space is developing rapidly to the Ring road 4 – Ho Chi Minh City. Currently, according to the research, the proposal of the planning consulting unit of Binh Duong province, the Ho Chi Minh City region needs an additional Ring road 5 to meet the development requirements in the next period.​
