Deputy Prime Minister Le Minh Khai signed the Official Dispatch No. 95/CD-TTg of the Government Prime Minister on expeditiously completing investment procedures for projects expected to arrange a medium-term public investment plan in the period 2021 - 2025 and the Socio-economic Recovery and Development Program to the Ministers, Heads of ministerial-level agencies and Governmental agencies; Chairmen of the People's Committees of the provinces or cities directly under the Central Government.

The official Dispatch stated that the Government Prime Minister requested the ministers, the heads of the ministerial-level agencies, the Government agencies, the Chairmen of the People's Committees of the provinces and cities directly under the Central Government to uphold the sense of responsibility, focusing on directing the drastic and synchronous implementation of the following main contents:
Specifically: the Ministries of Public Security, National Defense and the localities of Quang Ngai, Dien Bien, Binh Phuoc, Ninh Thuan, Lang Son, Phu Tho, Binh Thuan, Dong Nai, Khanh Hoa, Lao Cai, Ho Chi Minh City, Binh Duong urgently complete investment procedures for projects under the Socio-Economic Recovery and Development Program announced by the Prime Minister with the list and capital.Ministries and central agencies such as: Justice, Agriculture and Rural Development, Transport, Science and Technology, Health, Labor - Invalids and Social Affairs, Natural Resources and Environment, Vietnam Electricity Corporation, Hoa Lac Hi-tech Park Authority and localities: Ha Giang, Tuyen Quang, Cao Bang, Lang Son, Lao Cai, Bac Giang, Hoa Binh, Son La, Lai Chau, Dien Bien, Hung Yen, Vinh Phuc, Nghe An, Quang Binh, Khanh Hoa, Binh Phuoc, Ba Ria - Vung Tau, An Giang, Dong Thap urgently review and finalize allocation plans and investment procedures for projects for the remaining capital which has not been allocated, not yet assigned details of the medium-term public investment plan for the period 2021 - 2025, ensuring the focus, not spreading in accordance with the provisions of Resolution No. 29/2021 /QH15 dated July 28, 2021, Resolution No. 69/2022/QH15 dated November 11, 2022 of the National Assembly and regulations of the relevant law.
In the dispatch, it is also required to review the implementation progress of transition projects, projects using ODA capital and concessional loans from foreign sponsors that have already had investment policies, propose additional plans foreign investment capital from the central budget in the period of 2021 - 2025 if there is a need.
Ministries, central and local agencies take comprehensive responsibility before the law, the Prime Minister, inspection, examination and auditing agencies and relevant agencies for the list, proposed capital level and information, data report ensure compliance with regulations, investment procedures, efficiency and progress of implementation.
The Ministry of Planning and Investment assumes and coordinates with the Ministry of Finance in compiling a list of projects expected to arrange medium-term public investment plans for the period 2021-2025 and the Socio-economic recovery and development program of ministries, central and local agencies to report to the Prime Minister and the Government on March 10, 2023 before submitting to the National Assembly Standing Committee as prescribed.

Ministers, Heads of ministerial-level Agencies, Government-attached Agencies, and Chairmen of the People's Committees of provinces and Central Cities are responsible for organizing the strict implementation of the tasks in this Official Dispatch and being responsible comprehensively before the Prime Minister and the Government in case not completing the investment procedures in time to report to the National Assembly Standing Committee, ensuring the progress according to regulations.
