Immediate and Long-term Solutions Needed
The Provincial Secretary stressed that immediate and long-term solutions are necessary to restore the environment and move towards effective environmental management for the goal of sustainable development in the future.
It is crucial to control new projects. Furthermore, new investments in the province must meet the requirements of green economic development, circular economy, and the Environmental Impact Assessment (EIA) must be rigorous, substantive, and thoroughly address environmental issues.
According to the Secretary, a green economy is one with low emissions, efficient and economical use of natural resources, and ensures social equity. In this economy, income and job growth through public and private investment aim to reduce carbon emissions, minimize environmental pollution, use energy and resources efficiently, and prevent the decline of biodiversity and ecosystem services.
A circular economy involves designing, producing, and providing services with the objective of extending the lifespan of materials and eliminating negative environmental impacts, thereby reducing harm to the quality of life through waste recycling solutions, using recycled materials as inputs to save natural resources. It also involves the rational management and use of renewable natural resources, waste management through recycling to optimize value based on the principle that the longer materials and resources are used, the greater the value derived from them.
The Secretary also called for a roadmap, determined and gradual steps to address environmental violations of old projects that do not meet environmental standards. These include issues such as: handling solid waste (hazardous and non-hazardous); wastewater treatment, surface water and groundwater pollution; air emissions, furnace dust; odor pollution; and noise pollution.
Toward a Green and Sustainable Province
He emphasized that the province must be determined to protect the living environment, improve the quality of life for its residents, and strive toward a green, sustainable development with specific solutions.
These include promoting the development of urban infrastructure such as: urban wastewater collection and treatment systems; waste sorting, and the synchronized collection and transfer of household waste to centralized waste treatment facilities, shifting from landfill to recycling; clean water supply systems serving the population while protecting clean water sources, reducing groundwater extraction, increasing the number of people using tap water, and developing a water supply strategy for the province's future development; thoroughly addressing environmental black spots in the area, with a goal of greening these locations...
The Secretary also emphasized the need to control and address emission violations within businesses and communities; to promote the role of Party members residing in the area in participating in environmental protection activities, making the workplace and living environment cleaner, in line with the policy of building new rural areas and civilized urban areas.
