Announcing the outcomes of the 3rd session of the Congress term XII, Vice Chairman of the Congress office Mr. Nguyen Si Dung stated: after 25 expeditious working days (for which 42 discussion sessions at the Hall, 7 discussion sessions of inter-team took place), with high awareness of responsibilities, the Congress has fundamentally finished the heavy work load as scheduled, in which many significant matters caught the attention of the audience and community.

The Congress had spent much time on the legislation process, reviewing, approving 13 legal proposals, including: Law on deposit insurance; Law on money laundering prevention; Law on university education; Law on preventive methods for tobacco effects; Labor law; Law on prices; Union Law; Law on legal assessment; Law on publicizing and educating Law; Law on administrative violation punishment; Law on advertising; Law on water resource; Ocean law of Vietnam.
Congress had commented about 6 Draft Laws: Law on publication (amending and supplementing some articles); Law on national reserves; Law on cooperatives (amending and supplementing some articles); Tax law (amending and supplementing some articles); Law on electricity (amending and supplementing some articles); Law on lawyer (amending and supplementing some articles). The above laws will continuously be reconsidered, completed by other departments of the Congress, Government and relevant organizations, associations to present the Draft Laws to the Congress in the 4th session of Congress term XIII.
As for supervisory process, Congress had examined the theme “The implementation of policies and regulations of public investment in agriculture, farmers and rural areas” upon the consideration and analysis of the carrying out of governmental policies on the investment for the period of 2006-2011. The supervisory process of the Congress keeps continuously being improved and changed in terms of procedures, processes, therefore the quality of the supervisory process in being essentially enhanced. This has been recently assessed and reflected through choosing the issues to be supervised which “meets and exceeds” the expectations of voters and citizens all over the country.
Congress had spent 2 days and a half questioning 4 Ministers: Minister of Natural Resources and Environment Mr. Nguyen Minh Quang, Minister of Planning and Investment Mr. Bui Quang Vinh, Minister of Industry and Trading Mr. Vu Huy Hoang, Minister of Public Security Mr. Tran Dai Quang; Deputy Prime Minister Mr. Nguyen Xuan Phuc on behalf of the Government clarified some issues and directly answered some questions raised by Congressmen. Some other Ministers and other heads of sectors also joined the Q&A session to clarify some relevant issues: Inspector General; Minister of Finance; Minister of Construction; Minister of Agriculture and Rural development; Minister of Traffice and Transportation; Minister of Home Affairs. The Q&A of the Congress has been optimized, focusing on the group of problems, reducing the time allocating for documentation reply, increasing the time for two -way discussion. Depending on the results of the discussion, the Congress issued the Resolution on Q&A session.
With regard to the supervising the handling of voters’ proposals, within the frame of the session, approved by 63 groups of Congressmen, voters all over the country have sent to the Congress 1.732 ideas and proposals, some of which aimed at some major issues: the economic development and social life as well as employment status of the community; gap between the rich and the poor; environmental pollution, unhygienic food, traffic accident, criminals, legal violations and social vices; handling complaints and denunciations of the citizens; administrative procedures reform, bureaucracy, corruption and waste.
As for some decisive issues of the country, at this session, Congress have discussed the Supplementary reports of the Government on the implementation results of the economic and social development plan and State budget of the year 2011; the implementation of the economic and social development plan and State budget for the first months of 2012; passing the State budget settlement of the year 2010. The Congress also gave some opinions on the overall scheme of economic restructuring associated with the growth paradigm shift for efficiency, productivity and competitiveness enhancement.
The Congress also issued the Resolution on projects of innovation and improvement of the quality and effectiveness of the Congress. Accordingly, the Resolution prescribes some innovative parts in the legislative procedures; making decision on vital issues of the nation; holding Congressional meetings, holding periodical session of the Congress standing committee…The Resolution has clearly defined the responsibilities of the Congress Standing Committee, Ethnic Council and other Congressional departments in the legislative processes…The Resolution also shed lights on the implementation of legal initiative of Congressmen. The Resolution entrusted the Congress Standing committee with the preparation and submission to Congress of the Regulation on the credibility voting scheme applied to the positions elected or approved by the Congress at session 4 (October 2012). The Resolution also mentioned some changes in voter interactive action…
Additionally, at this session, Congress has considered and decided to dismiss the delegate credibility of Dang Thi Hoang Yen, a member of Congress from Long An province.
Responding to some questions raised by journalists about the supervision on the implementation of Ministers’ commitments and remedies in case of failure, Mr. Nguyen Hanh Phuc, Chairman of the Congress office stated: Congress has established Resolutions on Q&A session. This should be the basis for observing the implementation of ministers’ commitments to voters all over the country. The Regulation required that Ministers and heads of sectors questioned at the second session will continually be questioned at the third session and must have reports about the implementation of their commitments. The reports are indispensable basis for the assessment of the delegates’ responsibilities towards voters. Congress also entrusted the Standing Committee with the preparation of a regulation on an annually credibility voting scheme for positions approved and elected by Congress. Those delegates not being able to fulfill their commitments will witness bad credibility. This will subsequently raise awareness of Ministers in fulfilling their commitments with voters.
Also at the press conference, Nguyen Hanh Phuc, Chairman of the Congress office congratulated journalists of news and press on the occasion of the 87th anniversary of the Vietnam revolutionary press, hoping the sector will actively take part in the communication and propagation of the Congressional meeting, be the key factor linking the Congress and voters nationwide.
