Proper solutions sought for development of Bien Hoa City Central Area
According to the master plan, the central area, with the total area of some 87 hectares, will be located in Thong Nhat Ward and a part of Trung Dung Ward, next to Cai River – a tributary of Dongnai River flowing through Bien Hoa City. This greatly large project puts a question to managers how they can do a good job of relocating the residents and meeting the capital need.

Relocation and site clearance are determined as two of the most important issues because they decide the implementation process and the success of the project. The total area to be cleared is some 87 hectares and the number of households located in this area is 1700, accommodations for nearly 12.000 residents. The figures show how greatly the project influences the residents’ lives. If the relocation is not well carried out, it is possible that these 1700 households will be affected by “suspended” planning.

Bien Hoa Ctiy and Sonadezi Company are embarking on construction of four building blocks located in Nguyen Ai Quoc Street, Quang Vinh Ward, which can provide accommodations for 700 households and the construction is expected to be finished by 2009. The cost for site clearance is estimated to reach about VND 1,600 billion.

However, the site clearance is still slow against the plan, Nguyen Phu Cuong, Chairman of Bien Hoa City People’s Committee, said.

It is essential to put the relocation for the residents in the top priority, Nguyen Thanh Phuong, Vice Director of Construction Department said. Most people suggest the City should have a sociological survey for households located in the cleared area in order to find out proper solutions. In addition, it is very important to mobilize businesses to take part in relocation projects.

At present, what the investors worry about when taking part in this long-term and difficult project are unclear policies which also do not provide certain commitments and may be changed when there might be any changes in leadership level.

This project has a great socio-economic meaning so mass investment in the “gold land” due to immediate benefits should be avoided, preventing disorders from happening. To have the project well carried out, the City should select the investor who is powerful enough in terms of capital and human resources. This investor can then call for smaller investors to take part in the project.

      To ensure the city’s proper architecture in the future, the process of design and construction needs to focus on the modern urban space and how to create a trademark for Bien Hoa City. One more important thing is the project has to actually serve the people.
