With above numbers, Dong Nai has the highest number of suspended projects in the country. However, according to approved plans, suspended rate is not as high as 15.6 percent due to lack of feasibility, unsuitable projects for requirements of socio-economic development, unperfected notarized projects of land usage. The projects of clearance are suspended because policies of compensation and support for resettlement mostly have some unreasonable things, many investors without enough capital can not afford to compensate. The suspended projects are due to lack of investment capital (to enterprises), slow procedures for investment of construction.

 To increase more projects’ quality and check for grasp specifically the situation, at the end of February 2007, Department of Resources and Environment has established enforcement team which goes down districts, Long Khanh Town, and Bien Hoa City to cooperate with functional district agencies in checking practically, and agree measurement of specific project.  Dealing with slow investment projects include put aside for clearance; suspending projects will end before June 30th 2007.
