Applying new house numberring project will remove current disorder on house address |
Some addresses will have the maximum of 5 dashes
According to the project proposed to the provincial People’s Committee, all the apartments, buildings, construction sites will be numbered and granted the addresses. The address is a row of natural number and is based on the following regulation. Houses on the left are numbered with even number and houses on the right are given odd numbers. The direction is from the North to the South, from the East to the West, from the Northeast to the Southwest or from the Southeast to the Northwest. The addresses of houses in the main alley consist of alley number and house number with a dash between the alley number and the houses numbers. Houses in the subordinate consist of the main alley number/ the subordinate alley number/house number. According to the statistics of House and Office Management Division of Construction Department, there are about 130,000 urban houses in Dong Nai. As a city with a long development history, Bien Hoa has high density population, root-like road systems and many sub-level alleys. Therefore, many houses in Bien Hoa City will have at least 3 dashes and some will have the maximum of 5 dashes. In rural area, the house address is shorter. Mr. Huynh Van Linh, the head of Planning Unit of the Land Survey Technique Center said, “To solve this problem, roads should be logically named and the traffic systems in urban area should be innovated”.

To have a new house address, house owner should register to the relevant agencies.
According to the new project, numbering the houses, house owner should register the granting-house-address application form to people’s committee at commune level. The local People’s Committee will define the old address and hand over to the Urban Administration sub-Department or Economic Infrastructure sub-Department at the district level. Time to solve in commune is 3 days since the application form is received. The Urban Administration sub-Department or Economic Infrastructure sub-Department is responsible for checking, considering and issuing the certificate of the house number and making the house number plate to return the commune people’s committee in 5 days since application form is received. The commune People’s Committee will inform the owner to pay the fee and the certificate of the house number and the house number plate. |

The temporary addresses for planning areas.
The new project also gives out measures to number houses located in areas which are reserved for construction projects and banned to build such as road corridor and electric grid corridor. Mr. Pham Van Hung, Head of the House and Office Building Management division which is in charge of the project said, “the aim of numbering houses is to manage and not to certify the legal aspect of the house. Granting house number certificate does not have the function to recognize the house-owner right and land-using right. According to Mr. Hung, to number the house number in the coming time occur globally as the project proposes and not bother the inhabitants, it depends on the progress of changing the road’s name in the whole province. Now, most of the towns have new roads needing naming. However, it is not due to the roads, the houses cannot be numbered. The chief of the Land Survey Technique Center said, they will consider numbering exactly these roads. In case, the old roads change their names or the old joined in the new one, the house numbers are numbered in the new roads.
Obviously, there will be some houses existing two addresses and getting along with the confusion of the house numbers in the papers such as ID card, family record book, economic contract, house-owner right and land-using right etc. Many people said that if the numbering is not carried out reasonably and scientifically, it will be easy to lead to the invisible and visible damage. For example, the parcel arrives in the wrong address; the fee for correcting the legal papers…Mr. Hung defined “we have foreseen these problems. In the project, the old house number will be lower the new one until acquainted with, the old one will be given up. To be convenient to the inhabitants, both the new number and the old one will be existed at the same time for a whole. The public security has planned to express the new number on the papers such as ID card, family record book.
